For the fourth one (perpendicular bisector of a given segment (where the length of the given segment is less than the distance between your parallel lines), you can make it exactly the same thing as the second one, where the length of the given segment is greater than the distance between your parallel lines...i think...
Now I just need one more...

Construct a line parallel to a given line through a given point not on the given line.
Let P be a point not on line k.
Make a segment AB on line k.
Construct the perpendicular bisector of segment AB (call the midpoint C).
Draw segment AP and ray BP. Ray BP intersects the perpendicular bisector at a point X. Draw ray AX.
Segment AP and the perpendicualr bisector of segment AB intersect at a point Y. Make ray BY.
Rays BY and AX intersect. Connect this intersection point and P.
Why does this work?
